This Request for Proposals (the “RFP”) is an invitation by the Corporation of the County of Northumberland (the “County”) to prospective proponents to submit proposals for Consultant Services for the Review of Policing Services in Northumberland County, as further described in the RFP document. Located along Highway 401, Northumberland is within an hour and a half drive from both Toronto and Kingston. The County’s boundaries stretch east-west from Port Hope to Brighton and north to Trent Hills, with Lake Ontario to our south. Northumberland can also be accessed by boat from Rice Lake and the Trent-Severn Waterway. Population: 85,598 (4.2% change from 2011)* *Statistics from the 2016 Statistics Canada Census Northumberland County is an upper-tier level of municipal government that weaves together seven distinct, yet complementary municipalities:
The mayors of each of the seven municipalities form Northumberland County Council. Northumberland County contains a mix of rural and suburban environments and encompasses 73 km of Provincial (401) Highway, two Provincial Parks (Presqu’ile and Ferris), numerous conservation and forest management areas and Alderville First Nation, within its boundaries. Currently there are three contracted Police Services in Northumberland County: Cobourg Police Service (CPS) with a single police station providing service within the Town of Cobourg Port Hope Police Service (PHPS) with a single police station in Port Hope providing service for the Municipality of Port Hope’s former Ward 1. The Ontario Provincial Police (OPP) providing service for the Municipality of Port Hope’s former Ward 2, Hamilton Township, Alnwick-Haldimand Township, Cramahe Township, the Municipality of Brighton, and the Municipality of Trent Hills. OPP Detachments are present in Campbellford, Brighton and the Town of Cobourg. Subject to the current Police Services Act, there are seven Police Service Boards providing civilian oversight for the policing of each Municipality comprising the County of Northumberland. It is anticipated that under provisions of the new Comprehensive Ontario Police Services Act the number of Police Service boards in Northumberland County may soon be reduced to three, with one providing civilian oversight for the Municipality of Port Hope (policed by both PHPS and the OPP), one for the Town of Cobourg (policed by CPS) and one for the five remaining Municipalities policed by the OPP (those being Hamilton Township, Alnwick/Haldimand Township, Cramahe Township, the Municipality of Brighton, and the Municipality of Trent Hills). This year, Northumberland County Council approved $75,000 within the 2023 budget, to allow for consultation and a review of policing options for the County as a consolidated entity. Northumberland County is therefore seeking proposals from consultants with expertise in cost and service analysis; an understanding of the Police Service Act (and proposed Comprehensive Ontario Police Services Act) and implications (of both) for the delivery of Policing Services within Northumberland County. |
